Municipal Code

The Citrus Heights Municipal Code constitutes a codification of the general and permanent ordinances of the city. The source materials used in the preparation of the code were the Sacramento County Code adopted by the city shortly after incorporation and ordinances subsequently adopted by the City Council. A printed copy of the Citrus Heights Municipal Code may be obtained at City Hall. The printed copy is updated on a quarterly basis. An electronic version of the Citrus Heights Municipal Code is updated within 15 days of the adoption of any new ordinances.

Chapter 34 Clean Air (Smoking Regulations)

Overview of Proposed ChangesUpdate regulations for compliance with recent legislation including the following:
  • Update the definition of "smoking" to mean the inhaling, exhaling, burning, or carrying any lighted or heated cigar, cigarette, or pipe, or any other lighted or heated tobacco or plant product intended for inhalation, including hookahs and marijuana, whether natural or synthetic, in any manner or in any form. Smoking also means the use or vaping of an electronic smoking device which creates an aerosol or vapor, in any manner or in any form, or the use of any oral smoking device.
  • Prohibit marijuana use (both medical and non-medical) in any place where smoking is prohibited.
  • Update regulations on secondhand smoke, both indoors and outdoors, by providing minimum distances where smoking may occur from certain uses (schools, day cares, etc.) and certain locations (parks, recreation areas, etc.).

While most of the proposed changes are consistent with state law, the following are stricter restrictions than those imposed by the state:

  • Smoking (includes vaping) of all types of products, including tobacco and marijuana, will be prohibited in all public recreation areas including parks, trails, nature preserves.
  • Smoking will be prohibited in outdoor dining areas.
  • Smoking of medical and non-medical marijuana will be prohibited in all public places.
